MOSCOW, March 15 - RAPSI. The Federal Service for the Oversight of Consumer Protection and Welfare (Rospotrebnadzor) registered over 21,000 complaints against financial organizations in 2011.

Watchdog's head, Gennady Onishchenko, noted that the number of complaints against financial companies is rising year by year.

The service received almost 41,000 complaints in 2010-2011 that is seven times as many as in 2008-2009. It registered 19,000 complaints in 2010 and 21,700 - in 2011, Onishchenko said.

Most complaints were filed against consumer lending.

Onishchenko also mentioned the draft federal law on personal bankruptcies designed to protect consumer rights, which will be added with provisions setting limits of responsibilities for private individuals in case they fail to fulfill their obligations.

The draft will also provide a mechanism protecting private individuals from groundless penalties for failure to execute contracts.
