MOSCOW, June 4 - RAPSI, Anna Shubina. Judges should be allowed to address the European Court of Human Rights for consultations, International Law Association President Anatoly Kapustin said at a judicial system conference on Monday.

When a judge has doubts about a law, it would be helpful if he could ask the court for explanations from the point of view of the European Convention for Human Rights, he said.

Kapustin noted that the practice works well in several countries. However, in Russia, only diplomatic representations are authorized to address the court for clarifications.

Meanwhile, Kapustin said the court's influence on the judicial system is likely to be resisted by both powerful countries and even by developed democracies.

Conference participants stressed that many countries such as Russia, the UK, Italy and Germany are displeased with the courts rulings and have denied a number of its decisions.
