MOSCOW, August 17 - RAPSI. Torry Hansen, a U.S. citizen and the adoptive mother of Russian-born Artyom Savelyev (Justin Hansen) who sent him back to Russia, filed an appeal against a court decision to pay compensation of over $150,000, the Associated Press reported early on Friday.

A month ago a court in Tennessee upheld the court decision in which Hansen was ordered to pay Savelyev $58,000 in compensation for moral harm, $29,000 in compensation to the World Association of Children and Parents (WACAP) as well as legal fees totaling $63,000. Additionally, as soon as Artyom turns 18 his foster mother will be obligated to pay the boy $1,000 a month in support.

In her appeal, submitted on Tuesday, Hansen said she was unemployed and was unable to pay the court ordered penalty. When testifying on her own behalf, Hansen said she sent the boy back because he had psychological disorders, he was a hooligan and that he beat her.

Hansen has filed a motion with the court to reconsider its decision and to allow a delay in paying the money until the appeal is heard.

On April 8, 2010, Hansen sent Artyom - who was then only seven years old - back to Russia, alone, with a note stating that she refused to be his mother because he was mentally unstable. The boy was sent back to Russia only a half a year after he was adopted. Savelyev spent his first years in the Maritime Territory with his birthmother. When she was deprived of her parental rights, he was taken to live in a children's home.
