KHABAROVSK, March 5 (RAPSI) – The Central District Court of Khabarovsk has compelled a Rostelecom branch to limit access to certain links on the Yandex, Wikipedia and Kinopoisk websites that contain extremist material, the court told RIA Novosti on Wednesday.

“Under the court decision, Rostelecom is to limit access to online extremist information, in particular The Eternal Jew [an anti-Semitic German Nazi propaganda film], the books “The SS-Man and the Blood Question” by Heinrich Himmler and “Mein Kampf” by Adolf Hitler, as well as materials posted on the Kavkaz Center website. These materials were available for downloading,” the court official said.

The decision becomes effective on March 10.

A Rostelecom representative told RIA Novosti they plan to file an appeal against the Khabarovsk court’s ruling because the said materials had been deleted. Rostelecom had not blocked the above materials.

On February 1, Russia’s communications oversight agency Roskomnadzor started blocking websites deemed to incite extremism without a prior court ruling. Roskomnadzor can blacklist a website at the request of the Prosecutor General or his/her deputies, according to recent amendments aimed at toughening penalties for the crimes of extremism and for inciting hatred or enmity.

Over 200 websites that distribute prohibited materials are being reviewed. As of November 2013, over 14,000 online resources were blacklisted after Roskomnadzor activated its website blacklist on November 1, 2012.
