MOSCOW, April 3 - RAPSI. The Federal Penitentiary Service has developed a draft law on free medical services for prisoners and their right to paid medical services, Legal Department head Yuri Timofeyev said at a news conference on Tuesday.

The Penal Enforcement System is presently undergoing large-scale reforms.

The government has set an action plan to reform nearly all penal institutions under the system development concept until 2020.

The reforms will cover medical treatment in correctional facilities.

Meanwhile, Timofeyev did not specify which services will be provided on a paid basis. However, he noted that the details will be clarified during discussions and draft law revisions.

The draft laws authors are discussing possible candidates for providing such services.
