MOSCOW, April 4 - RAPSI. President Dmitry Medvedev has submitted to the State Duma amendments to the law on the major guarantees of election rights, the Kremlin reports on Wednesday.

The amendments also address the right of citizens to participate in referendums, and provide political parties with the right to withdraw election commission members.

"The draft law provides for granting political parties -- pursuant to whose proposals election commission and referendum commission members are appointed -- the right to withdraw commission members," the Kremlin said.

A commission member may be withdrawn if a political party submits a motivated application on the withdrawal and proposes a new candidate to the body that appointed the member.

If there are no proposals, the application will not be considered.

Decisions on the premature withdrawal of commission members will not be made from 15 days before the voting to the day when the election results are tallied, the Kremlin said.
