MOSCOW, June 28 - RAPSI. Chief Bailiff Artur Parfenchikov proposed replacing small fines with warnings at a roundtable in the State Duma on Thursday.

According to the bailiff, Russians have little motivation to pay such fines on time.

Parfenchikov said the court bailiffs service has proposed introducing a discount system on administrative fines. A similar system is used in several European countries, and reduces the fine amount if an individual pays the fine quickly.

However, he stressed that the system will not work if the fine amount is only 100 rubles (circa $3).

He added that it will be more efficient to use warnings instead of fines, which will result in "fewer expenses and fewer problems."
