MOSCOW, July 17 - RAPSI. The team drafting a law to regulate volunteer activities plan to complete their work by September, Federation Council Vice Speaker and team member Yuri Vorobyov told RIA Novosti.

"Our plans are to complete the work on the draft law's language, and then to discus it with the public on the Internet, so that everybody can make his or her proposals on the bill," he said.

Public Chamber and Federation Council members intend to submit the draft law regulating volunteer activities to the State Duma.

Volunteers have been perplexed by the initiative, although they think some aspects of their work should be legally regulated, such as the introduction of mandatory medical insurance.

Vorobyov said the bill will be submitted to the State Duma in October-November.

In Vorobyovs view, volunteers should not have to sign contracts.

He thinks the law should only require volunteers to register and undergo a safety and first aid briefing in the area where they will work.
