MOSCOW, August 15 - RAPSI. A draft law that would substantially limit the freedom of movement for those convicted of pedophilia has been submitted to the State Duma for consideration, the newspaper Izvestia reported.

According to Duma Deputy Yevgeny Tarlo, one of the bill's authors, the proposal has been drafted to reduce the risk of a repeat offence by those convicted of violence against minors.

"We propose restricting a pedophile's freedom of movement in the area where the crime was committed and where the victim lives," the deputy said. He added that the restriction would be in effect for twenty years after the convict's release.

In addition pedophiles would be prohibited from going near kindergartens, parks and schools.

The bill also proposes eliminating any chance of parole for pedophiles.
