MOSCOW, November 26 - RAPSI. Prime Minister Dmitry Medvedev said at a meeting with his deputy prime ministers on Monday that he has not ruled out the possibility of banning for life sports fans accused of breaking the law during attending sporting events.

A bill on increasing liability for violations committed at stadiums has been prepared for submission to the State Duma and proposes banning lawbreakers from attending sporting events for between one month and one year.

Medvedev said safety must be ensured at such events for fans and athletes, especially in light of major events in Russia such as the World Cup.

The harshest punishments should be imposed, he said.

He stressed that the bill became more acute after a recent incident at a Dynamo-Zenit match.

The match between Dynamo and Zenit in Khimki, Moscow Region, on November 17 was called off after fans began setting off firecrackers. Dynamo goalkeeper Anton Shunin suffered from chemical burns to his cornea.

Medvedev later wrote on his Facebook page that the incident was despicable and proposed to impose new measures aimed at preventing such occurrences in the future.

Following the incident, a criminal case was initiated for hooliganism.
