MOSCOW, November 30 - RAPSI. The government has submitted a bill to the State Duma establishing a three-year ban on foreign visa holders who fail to adhere to the terms of their visa, for example, by staying beyond the term set in the visa and thus violating the rules for entering the country, the State Duma told RIA Novosti on Friday.

The document amends article 26 of the Federal Law on The Order to Enter and Leave Russia. The bill proposes a ban on entering Russia for visa holders who fail to leave the country within thirty days of a previous temporary stay.

Cases where foreigners fail to leave Russia due to force-majeure events, urgent medical treatment, serious illness or the death of a close relative living in Russia, or natural disasters, would be excluded.

The bill's support text suggests that enforcement of the regulation could be carried out real-time through an automated, online system.
