MOSCOW, October 27 (RAPSI, Aleksei Afonsky) – The Federal Chamber of Lawyers of Russia is going to submit by December to the Justice Ministry a bill providing professional licensing rules for lawyers, First Vice-President of the chamber Yury Pilipenko told journalists on Monday.

The Federal Chamber of Lawyers advocates for introducing an exam to check would-be lawyers for professional integrity and proficiency.

Requirements for becoming a lawyer in Russia should be clearly regulated, according to Pilipenko.

The chamber receives a great number of complaints which are filed by litigants who claim their counsels to lack proficiency. There is nothing the chamber can do in such cases because the majority of counselors are registered neither with the federal chamber nor its regional divisions, Pilipenko said.
