MOSCOW, December 3 (RAPSI) – Dmitry Gorovtsov (A Just Russia), deputy head of the State Duma Committee for Security and Anti-Corruption, is polishing a bill that would introduce criminal and administrative liability for failure to implement or a delay in the implementation of presidential decrees and instructions, RIA Novosti reported on Wednesday.

Gorovtsov is currently upgrading amendments to the criminal and administrative offences codes.

He said the bill would concern everyone who is responsible for the fulfilment of presidential decrees and instructions, including government members and ministerial employees at all levels. The MP believes that the quality and timeframe of implementing presidential documents have not improved.

The initial wording of the bill, which a group of A Just Russia deputies submitted to the State Duma last spring, would add a new provision to the criminal code on liability for failure to implement or improper implementation of presidential or government executive orders. This crime would be punishable by a ban on holding certain offices and stripping violators of special, military or honorary ranks, civil grades and state decorations.

The bill would also add a new article to the Administrative Offences Code on administrative liability of government agencies and officials and federal and municipal servants for failure to implement or the improper implementation of presidential decrees and instructions.
