MOSCOW, April 29 (RAPSI) – The Federation Council, Russia’s upper house of parliament, on Wednesday approved a bill stipulating a fine of up to 1 million rubles ($19,000) for mass media accused of inciting terrorism.

Mass media will be held responsible for producing and disseminating products that encourage or justify terrorism, products that encourage or justify extremism, as well as materials that promote acts of violence and cruelty, according to the bill.

Under the bill, media outlets would be fined 100,000 to 1 million rubles and the offending product would be confiscated for producing and disseminating publications that contain calls for terrorism.
