MOSCOW, February 17 (RAPSI) – Russian government made a negative review of a bill proposing to increase age limit for buying alcohol to 21 years, Izvestia newspaper reported on Wednesday.

A bill was dismissed because proposed measure would require revision of significant amount of legislation documents.

In September, a bill by the Federation Council member, Anton Belyakov, proposing to increase an age limit for purchasing alcohol was submitted to the State Duma. Authors of the bill quoted research postulating that a person at the age of 18 (current drinking age in Russia) is not capable of making conscious decision when it comes to alcohol consumption.

In a negative review of the bill Russian government reminded that, according to Russian Constitution, a person is capable of realizing his rights and responsibilities from the age of 18.
