MOSCOW, June 9 (RAPSI) – Chairman of the Russian Supreme Court Vyacheslav Lebedev said on Thursday that people working in judicial system should be put in the separate category of government employees – judicial service, RIA Novosti has reported.

Lebedev added that this is the only possible measure to prevent staff turnover in Russian courts, a problem that hinders quality of justice. The bill on creation of such service is going to be put for review by the Supreme’s Court plenum on June 28.

“Considering that judicial power is a separate [power –ed.], according to our Constitution, we believe that the only right, rational decision is the law on government judicial service,” Levedev said.

According to Lebedev, the problem is acute. In large cities staff turnover at courts reaches 100-400%. “These are the people without whom justice can’t be served,” Lebedev said.
