MOSCOW, April 24 (RAPSI) – Russian government has submitted a bill to the State Duma introducing administrative penalties for providers violating rules of creations and provision of a simple electronic signature key, the database for the lower house of parliament reads on Monday.

According to the bill, punishment will be introduced for entities and organizations, including officials with a right to create, replace and provide a simple electronic signature key. Need for introduction of this measure is prompted by significant rise of numbers of violations in this field.

Authors of the bill also propose to establish administrative liability for violating confidentiality of such a key; failing to identify the applicant when issuing the key; issuing the key without receiving the relevant application from the applicant; violating rules of use for the Unified System of Identification and Authentication (USIA); charging payment for creation, replacement, and issuance of a key.
