MOSCOW, June 22 (RAPSI) – The State Duma Committee on State-Building and Legislation has recommended the lower chamber of the Russian Parliament to adopt in the first reading a bill increasing fines for disorderly conduct and enabling law and order agencies to impose fines if it has place in living quarters, the Duma’s official website reads on Thursday.

Besides, the bill envisages the introduction of such an alternative punishment for the crime as compulsory community service.

The proposed law was first introduced to the State Duma yet in 2014 by a group of deputies from the United Russia party.

The fines are to range from 1,000 to 2,000 rubles (about $17 - $33 at the present exchange rate), whereas offenders may also be subjected to a detention for up to 15 days or community service for up to 40 hours. In case there is registered a refusal to obey officers, the fine is to be increased up to 3,000 rubles ($50) and repeated offenders are to be fined 5,000 rubles ($83), put in administrative detention for up to 15 days, or be obliged to carry out community service for up to 80 hours.
