MOSCOW, September 28 (RAPSI) – A bill establishing a maximum allowed limit of drug and psychotropic substances in blood of drivers has been submitted to the State Duma, according to the database of the lower house of parliament.

Authors of the bill also propose to establish the list of drugs and psychotropic substances and allowed limits of their concentrations in a driver’s body. If this limit is not going to be reached, the driver is to be free from administrative liability for driving in an intoxicated state.

An explanatory note to the bill reads that about 5% of positive results for tests on intoxication are caused by medical substances used by drives. In most cases prolonged metabolic period of some substances causes them to remain in a body, as is the case with elements of the Corvalol and Valocordin drugs.
