MOSCOW, November 3 (RAPSI) – A bill prohibiting the processing of minors’ personal data without consent of their parents (legal guardians) has been submitted to the State Duma.

The document has been published on the database of the lower house of parliament.

Under the bill, processing of children’s data must be conducted only by agreement of their legal guardians. In the meantime, minors of fourteen engaged in work activities would be able to give their personal consent to personal data processing.

Currently, a procedure for collection, processing, and maintenance of children’s personal data is not specified, an explanatory note to the bill reads. However, kindergartens, schools, medical institutions and others in practice use personal information of minors.

According to the bill’s author, a member of the State Duma Committee on Information Policy Anton Gorelkin, personal data of children may be used on the Internet, what can lead to negative consequences including impending crimes against them and involvement in criminal activity. These reasons justify the necessity of the bill’s adoption, Gorelkin states.
