MOSCOW, June 9 (RAPSI) — The Government Law-Making Commission has approved an initiative to introduce personalized cards for those attending sports competitions, following the example of the 2018 FIFA World Cup.

The list of official tournaments where identification systems are planned to be used will be approved if the law is adopted, Chairman of the Board of the Association of Lawyers of Russia Vladimir Gruzdev informs. In particular, the initiative envisages the introduction of a personalized card for visiting a sports event. It is planned that this card is to be a special electronic document. 

In the federal budget there had been already allocated funds for equipping the access control systems of stadiums where matches of the Russian football championship are to be held, Gruzdev said. 

According to the Association Chairman, for 2021 through 2022, a total of 773.6 million rubles ($10.7 million at the current exchange rate) was allocated for these purposes, and measures to ensure the identification of spectators will be carried out by a single operator of the fan identification system. The information system for identifying fans, which was used at the 2018 World Cup, was developed and operated by the Russian Ministry for Digital Development, Communications and Mass Media. This system is patented by the body and is a property of the Russian Federation. The adoption of the law will create a legal basis for the use of the solutions developed for the 2018 World Cup in official competitions held in Russia, Gruzdev added.
