MOSCOW, October 20 - RAPSI. The penitentiary service or bailiffs will be responsible for people kept under house arrest and not investigators, Moscow's Main Investigative Department deputy head Igor Veretennikov said.

"There were 11 people under house arrest in Moscow and now seven of them are on the wanted list. This is because the law does not specify who must control people kept under house arrest," Veretennikov said while addressing the Civic Chamber's meeting on Thursday dedicated to applying imprisonment as a measure of restraint.

According to Veretennikov, 26,368 people incurred criminal liability in Moscow in the past nine months; 6,362 were placed behind bars.

Federal Penitentiary Service Deputy Director Alexei Velichko noted that the authority in control of suspects under house arrest needs to be determined legally. He also said over 200 electronic bracelets are used during house arrests today, although manufacturing such bracelets is costly, he added.
