MOSCOW, April 17 (RAPSI) - Russia’s Human Rights Commissioner Tatiana Moskalkova has offered the Federation Council to form a working group for developing a bill to set deadlines for detention of suspects and accused persons, the ombudsman’s website reads.

Currently, there are no limitations of detention terms for defendants, according to the statement.

Moskalkova in her advocacy report for 2017 recorded a rise in the number of complaints against unfounded detention and its extension by 4.6%.

The number of applications concerning violations of people’s rights during acceptance, registration and processing of crime incident reports reached 17.6%. Due to this, the ombudsman also offered the upper house of parliament to draft jointly legislative proposals aimed to protect citizens from unjustified refusals to open criminal cases.
