MOSCOW, December 14 (RAPSI) – Russia’s High Commissioner for Human Rights Tatiana Moskalkova received more than 100 complaints from inmates against illegal use of force or less-lethal equipment by penitentiary officers in 2018, the ombudsman said in her speech to the Federation Council on Friday.

The ombudsman also added that nearly 500 complaints were submitted to her against violations of law during placing in detention.

These matters are being worked out in cooperation with the Federal Penitentiary System’s (FSIN) bodies and prosecutors, however, the situation at hand is far from population demands, she noted.

According to Moskalkova, it is necessary to adopt a national strategy of the state policy concerning observance of human rights and fundamental freedoms.
