MOSCOW, February 8 (RAPSI) – Russia’s Finance Ministry began working out a draft law to rank perfumeand beauty products and household chemicals as excise goods, according to the statement released on the official legal information website on Wednesday.

The ministry also proposed to set a flat excise rate for ethanol, alcohol and alcohol-containing products.

The bill is to amend the Tax Code of Russia. It is aimed to combat consumption of alcohol-containing liquids by people and to provide a control over the use of ethanol sent to production of alcohol-containing household cleaning goods and perfume and beauty products.

Public discussion of the initiative will last until March 10. The bill is expected to become effective in July.
