The Russian Legal Information Agency (RAPSI) has released its findings on the annual incomes of commercial court presidents and their family members. The present ratings are based on the aggregate incomes of the presidents, their wives and their under-age children.
The figures for the calculation of the ratings were culled from information posted on the official websites of Russia’s commercial courts and include 2010 income figures.
The research was compiled from October 20 through November 7, 2011. The ranking includes the incomes of presidents who were current or acting presidents at the time of the research. All figures have been rounded to the nearest thousand rubles.
Researches took care that 2010 site information should not only be available on official websites but also updated in case of a change of the president. As a result, RAPSI obtained income data on the presidents of 88 out of 112 commercial courts.
If a president’s income information had not been updated, RAPSI experts sought this information from court where a current president had worked. This approach was used to obtain data on the current presidents of the Moscow Commercial Court and the commercial courts of the Chelyabinsk and Kirov regions.
If site information was deleted, a past copy was searched in Yandex. This approach was used for the information obtained on the presidents of commercial courts in the Karachayevo-Circassian Republic and the Republic of Adygea. Information on the presidents of 24 courts was either unavailable on a court’s site or posted in such a way that it was impossible to find through a site search, in the news or through a Yandex or Google search. RAPSI will take these facts into account when compiling openness ratings for commercial court sites and general court transparency rankings.
The highest household income in 2010 was returned by the family of the president of the Moscow Region Federal Commercial Court: over 23 million rubles. More than 20 million rubles was contributed by the president’s husband. The lowest income was reported by the commercial court president in the Karachayevo-Circassian Republic: 1,291,000 rubles.
