MOSCOW, January 12 - RAPSI. Prime Minister Vladimir Putin has proposed to establish administrative courts to hear people's complaints against the authorities.

"We will establish administrative courts to simplify the procedure of considering people's complaints against the authorities. We will ensure public accountability to the people. We will set up feasible tools to facilitate citizen control over government activities in the most vulnerable and corrupted areas such as public procurements, road construction, the housing and utilities sector, and law enforcement," Putin's election draft program reads.
