MOSCOW, August 24 - RAPSI. The Interior Ministry has drafted an order regulating payments for individuals who assist in investigating crimes, the Kommersant daily reports on Friday.
The draft order sets aside 285 million rubles ($9 million) annually as rewards and incentives for such individuals. The largest reward amounting to 3 million rubles ($95,000) can only be approved by the minister, according to the draft order.
The draft order states that people who help investigate crimes "provide information aiding the investigation, help detain offenders, or give other assistance to criminal investigations."
The rewards are not intended for law enforcement or penitentiary system officers or their family members. The rewards will only be paid in high-profile and extremely serious cases.
The draft order is the first-ever such ministerial document. According to the ministry, the payments are stipulated by a police law enacted on March 1, 2011.
The draft order has been approved by all the departments concerned and after its signing by Interior Minister Vladimir Kolokoltsev it will be subject to registration with the Justice Ministry.
