MOSCOW, November 6 - RAPSI. Russia and its Defense Ministry have failed to fulfill their obligations in accordance with a judgment rendered by the European Court of Human Rights (ECHR) ordering it to provide military servicemen with housing. New complaints have now been filed, this time with the European Council's Cabinet of Ministers, Izvestia daily reported.
The newspaper reported that none of the 30 applicants, who won their lawsuits against the Defense Ministry and Russia in April 2012, have been provided with the apartments they are entitled to.
Petitioners claimed that the rulings by the national courts took too long to be executed (from two to ten years). The ECHR judgment seeking to remedy the problem was supposed to be executed by the Russian authorities by October 17, 2012.
Izvestia claims that not only has Russia failed to fulfill any of the requirements of the ECHR, but it has not even provided plans on how to resolve the issue.
The servicemen have already submitted their complaints to the European Council's Cabinet of Ministers, who will consider the matter at its next meeting, the Strasbourg court told Izvestia.
