MOSCOW, March 27 (RAPSI) - The Russian Ministry of Justice has drafted a bill that would provide rooms with a maximum capacity of ten people for inmates serving terms in standard or low security prisons. Prisoners in high security facilities would live in rooms for up to four people, the ministry reports on its website.

According to the ministry, “the number of inmates in one dormitory today varies between 50 and 100 depending on the level of security.”

“The draft law stipulates that convicts serving time in standard or low security prisons would live in dormitories or dormitory rooms for up to ten people, only to be locked at night. Convicts serving sentences under tighter security would live in rooms or dorms, locked at night, for up to four people,” the ministry explained in a statement.

Also, rooms with a maximum capacity of four people would be given to minor prisoners.

The ministry explains that the bill is aimed at “ensuring more humane prison conditions and observing prisoners' human rights and legitimate interests.”
