MOSCOW, February 29 - RAPSI. Presidential candidate and Prime Minister Vladimir Putin believes that it is necessary to amend the legislation, so law enforcement authorities cannot abuse their power and there is no "accusatory link" between courts and law enforcement authorities.

"We will break the accusatory link between courts and law enforcement authorities and we will exclude opportunities for vigilantism and high handedness among law enforcement authorities. To this end, all loops allowing a commercial dispute to be turned into a criminal case against a participant will be removed from the criminal legislation's economic articles," Putin said at a meeting with political scientists.

The punishment may be extended in some cases. However, the proposals have been drafted to prevent law enforcement authorities from finding faults with citizens, Putin said.
