MOSCOW, November 23 - RAPSI. A bill on fans to ensure public safety during sports events has been submitted to the State Duma, Deputy Sports Minister Natalya Parshikova said on Friday.
"Following the cases seen recently at a football arena, the prime minister has submitted a draft federal law to the Duma establishing amendments to ensure public safety," she said at the Duma hearing.
The match between Dynamo and Zenit on November 17 was called off when fans began setting off firecrackers. Dynamo goalkeeper Anton Shunin suffered from chemical burns to his cornea. Medvedev said on his Facebook page that the incident was despicable and proposed to consider new measures for preventing this sort of thing from occurring in the future.
Following the incident, a criminal case was initiated for disorderly conduct.
Duma Physical Education and Sports Committee head Igor Ananskikh told RIA Novosti that the bill concerns security issues at sporting events, such as checkpoints at stadium entrances.
Pursuant to the bill, compulsory community service for a term of 100 to 200 hours has been proposed for disturbing public order during sporting events.
