MOSCOW, December 24 – RAPSI. Russian children, whose adoption documents are already being executed, will be adopted even if the “Dima Yakovlev Law” comes into effect, said Mikhail Margelov, Chairman of the Federation Council International Affairs Committee.
“The adoption agreement will be valid for a year after one of the parties has officially informed the other party of its intention to terminate the agreement. And even in this case, children, whose documents are being executed, will still be adopted,” Margelov said.
Last week, the State Duma adopted the Dima Yakovlev Act in the third reading, a bill that takes aim at the US by imposing a series of dramatic sanctions. The lower house has approved the amendment on banning the adoption of Russian children by U.S. citizens, closing adoption agencies offering these services and terminating the Russian-U.S. agreement on child adoption.
