MOSCOW, June 13 (RAPSI) - The State Duma plans to adopt next week a bill on online piracy designed, in part, to prevent the illegal posting of films and music on torrent trackers, United Russia Deputy Viktor Pinsky, deputy chair of the House Committee on Criminal Legislation, told RIA Novosti on Thursday.
Last week, a group of deputies submitted a bill to the State Duma setting out legal grounds and the procedure for restraining access to information resources, including online resources, which post audio and video products and soundtracks in violation of copyright.
Committee head Pavel Krasheninnikov said the first reading of the bill is scheduled for Friday.
The bill proposes augmenting Part IV of the Civil Code with specific provisions on the responsibility of information brokers and protection of civil rights. One of the proposed articles outlines conditions for releasing information brokers (providers) from responsibility for violating copyright online. Another article reads that information providers can be ordered to protect copyright, including by deleting or limiting access to information that violates the exclusive rights of intellectual property owners, irrespective of whether the provider is or is not held liable for violating copyright.
