MOSCOW, June 11 (RAPSI) – The State Duma Committee on Information Policy and Communications has recommended that the lower house adopt a bill on deleting hyperlinks to unreliable personal information, RIA Novosti reported on Thursday.
The bill was submitted in late May by a group of lawmakers representing all parliamentary parties.
Information about individuals posted online “is not always reliable and is sometimes posted in violation of the law,” says an explanatory note to the bill.
The bill would introduce a procedure for requesting that search engine operators stop providing such hyperlinks and a procedure for considering these requests, as well as the right to sue operators for their refusal to comply.
The bill also says that search engine operators “may not disclose information about receiving these requests.”
The MPs also suggest that the State Duma approve amendments to the Code of Administrative Procedure to introduce 100,000 ruble (about $1, 800) fines for the search engine operators’ ungrounded (unlawful) denial to act on these requests.
The bill would also introduce penalties for search engine operators that fail to implement court rulings on deleting these hyperlinks within five days. Fines for individuals and companies could reach 3 million rubles ($54,700).
