MOSCOW, December 5 (RAPSI) – The State Duma Committee on State Building and Legislation during its meeting on Tuesday supported a proposal to introduce prison terms of up to 7 years for terrorist propaganda.
Amendments are recommended to be issued during the second reading of a bill on life sentence for recruiting terrorists.
According to the initiative, terrorist propaganda, or “distribution of materials and information aimed to promote ideology and attractiveness of terrorism”, would be punishable by fines ranging from 300,000 to 1 million rubles, or imprisonment from 5 to 7 years.
The State Duma passed the bill toughening punishment for recruiting terrorists up to life sentence in the first reading on November 16. The draft law is aimed to tighten control over people’s involvement in financing and organizing terrorist and extremist activities.
Over 1,000 people around the world are being recruited to terrorist groups every day. Terrorist recruiters receive a reward for new members, an explanatory note to the document reads.
The bill stipulates the sentence of up to life in prison for terrorist attacks, training for carrying out terrorist activities, organization and membership of a terrorist group, hostage taking, terrorist hijacking as well as recruitment, inducement to terrorism and financing of terrorist activity.
Currently, terrorist recruitment is punishable by up to 10 years in prison.
