MOSCOW, March 13 (RAPSI) – The Federation Council member Vladimir Lukin has submitted a bill prohibiting compulsory community service as a punishment for minor offenders to the State Duma. The document has been published on the database of the lower house of parliament.
Amendments are proposed to the Code of Administrative Offences.
This step would fully comply with the general principles of imposition of administrative penalty, take offenders’ personality and mitigating factors into account, an explanatory note to the bill reads.
Currently, such punishment as compulsory community service is not applied to pregnant women, mothers of children under the age of three years, certain categories of disabled persons, military servicemen and individuals called to reserve training.
