MOSCOW, October 2 (RAPSI) – President of Russia Vladimir Putin has submitted the Additional Protocol to the Council of Europe Convention on the Prevention of Terrorism to the State Duma for ratification. The document’s version has been published on the database of the lower house of parliament.
Russia signed the Protocol to the Convention of 2005 in Strasbourg on July 27, 2017.
The document in particular envisages that a trip abroad with the aim to commit terrorist crimes will be considered as preparation to such a crime or attempted crime and will result in criminal responsibility in Russia.
Implementation of the Additional Protocol to the Council of Europe Convention on the Prevention of Terrorism will help activate international counterterrorism cooperation, improve efficiency of specific steps taken on both national and international levels, an explanatory not to the Protocol reads.
