MOSCOW, October 11 (RAPSI) – The Ministry of Industry and Trade has drafted a bill extending tax free system throughout Russia starting 2021. The document has been published on the official website of draft laws and regulations.
Moreover, the initiative’s authors propose to down the lower purchase amount limit for VAT refund from 10,000 to 8,000 rubles. The bill also stipulate permit refund tax for excised goods including alcohol and tobacco products.

As of September 2019, a pilot project is successfully realized in 79 municipal districts of 13 Russia’s territorial entities.
If adopted the document would come into force on January 1, 2021.
In November 2017, President Vladimir Putin has signed a bill introducing tax free system in Russia into law. The legislation allows citizens of countries outside the Eurasian Economic Union to receive compensations for value-added tax (VAT) paid in Russia.
