MOSCOW, January 15 (RAPSI) – It is necessary to guarantee the priority of the national Constitution in Russia’s legal framework, where any international law standards and decisions of international bodies may be in effect only to the extent they do not restrict civil rights and liberties and comply with Russia’s Constitution, President Vladimir Putin stated addressing the Federal Assembly on Wednesday.

According to the President, Russia may remain Russia only as a sovereign state, where the sovereignty of its people must be undisputable.

“We have done much for this: we have restored the unity of the nation, have put an end to the situation, where certain state authority functions were in fact usurped by oligarchic clans,” Putin said.
