MOSCOW, May 13 (RAPSI) — Russian President Vladimir Putin has instructed the government to introduce a unified approach to ensuring the security and anti-terrorist protection of educational organizations as soon as possible speaking at a meeting with the members of the cabinet.
Although a whole respective system has been built, a lot of details has been left at the discretion of local authorities, the schools themselves, Putin observed. Nevertheless, there should be introduced a unified approach throughout the country so this sphere was kept under constant control in cooperation with the regions, the head of state stressed.
According to the President, in order to prevent such crimes, it is necessary to seriously tighten the requirements as to owners of civilian weapons and control over circulation thereof.
Putin is sure that tough personal responsibility should be introduced for all persons who issue weapon permits and respective documents so situations when, for example, a person can simply by a medical certificate for money, in some cases without even undergoing an examination - such situations should be completely excluded.
On Tuesday, Ilnaz Galyaviev, 19, according to investigators, broke into a school in Kazan and opened fire there. At the moment, it is known about 9 people who died as a result of this crime, as well as about the wounded, who are receiving medical assistance. The attacker shot 7 children and 2 teachers - he acted alone.
Head of the Investigative Committee, Alexander Bastrykin, instructed his subordinates to transfer all the case materials for further thorough and comprehensive investigation to the central office of the body. A criminal case was initiated on the grounds of a murder of two or more persons.
