MOSCOW, September 13 (RAPSI) — A bill prohibiting foreign citizens from guarding fuel and energy facilities has been filed with the State Duma, the lower house of parliament.
The government seeks that lawmakers change accordingly the federal law on the safety of fuel and energy complex facilities and a number of other legislative acts, the State Duma said in a statement.
Besides, it is proposed to prohibit the protection of such facilities by Russian citizens, who have foreign citizenship or a residence permit. The bill also establishes a ban on work to ensure the safety of fuel and energy facilities to those who provided false or incomplete information when seeking employment, and to stateless persons.
The bill is aimed at ensuring in full the required level of protection of fuel and energy facilities from acts of unlawful interference in accordance with the Energy Security Doctrine of the Russian Federation, approved by a Presidential decree, the explanatory note to the document reads.
