MOSCOW, September 21 - RAPSI. Big businesses should receive tax benefits for working with the penitentiary system, Justice Minister Alexander Konovalov said in his speech at the State Duma on Wednesday.
"I am convinced that the involvement of big businesses in the penitentiary system to implement major investment projects is an attainable goal," Konovalov said.
Tax benefits and state orders must be provided to these businesses, he said.
In addition to cheap labor, this will make businesses interested in implementing major projects with the penitentiary system, Konovalov said.
He added that such projects must be implemented in strict accordance with safety standards and the principles of voluntary participation in the activities.
Konovalov also thinks prisoners' participation should be considered, while making decisions on releasing them on parole or granting them pardons.
