MOSCOW, December 12 - RAPSI. Russian President Vladimir Putin said it is necessary to abandon the presumption of guilt and accusatory bias in law enforcement and in court proceedings.
"We need to adjust the legislation once and for all to abandon the presumption of guilt and accusatory bias in law enforcement and in court proceedings. We need to exclude any loopholes from the legal system which allow turning a business dispute into settling a score via an unlawful criminal case," Vladimir Putin said speaking before the Federal Assembly on Wednesday.
He said there will be a ban on criminal charges without a victim's statement on a number of economic crimes. "The liability of law enforcement authorities for the falsification of records will substantially grow," Putin added.
