MOSCOW, October 7 (RAPSI, Maria Petrova) – Two Russian citizens Dmitrii Karpenko and Alexey Krutilin have been arrested in Denver, Colorado, on charges of implication in illegally exporting high-technology products from the United States to Russia, according to the U.S. Department of Justice.
Karpenko and Krutilin were arrested along with Alexey Barysheff, a naturalized citizen of the United States.
The arrested men allegedly conspired to deliver cutting-edge microelectronics to Russia via companies BKLN Spectra, Inc. (Spectra) and UIP Techno Corp. (UIP Techno), registered by Barysheff in Brooklyn in 2015, without receipt of the government’s permit. The exported microelectronics included in particular “digital-to-analog converters and integrated circuits, which are frequently used in a wide range of military systems, including radar and surveillance systems, missile guidance systems and satellites,” the statement said.
Export of such devices is restricted in the U.S. because of anti-terrorism and national security reasons and requires a special license from the Department of Commerce.
According to the U.S. authorities, defendants have deceived suppliers of microelectronics about product customers, provided forged shipping documentation and falsely classified the exported devices on records furnished to the Department of Commerce. However, technology products were delivered to Russia through Finland.
They could face up to 25 years in prison and a $1 million fine is convicted.
