MOSCOW, January 18 (RAPSI) – Russia’s High Commissioner for Human Rights Tatiana Moskalkova and Ombudsman of Ukraine’s Verkhovna Rada Valeria Lutkovskaya are planning to sign a memorandum on cooperation, Moskalkova’s press office told RAPSI on Thursday.

The memorandum in particular envisages monitoring of detention facilities in Russia and Ukraine, the statement reads.

Moskalkova and Lutkovskaya regularly visit detention centers in both countries, where Russian and Ukrainian citizens are confined, Russia’s ombudsman said earlier. The ombudsman’s office keeps in contact with Russian military servicemen Maksim Odintsov and Alexander Baranov detained in Ukraine, as well as with their relatives and lawyers.

Ukrainian authorities accuse Baranov and Odintsov of desertion and treason.
