MOSCOW, July 4 (RAPSI) – The Moscow office of the Federal Antimonopoly Service (FAS) has declared by its order Russian carrier Aeroflot not in compliance with the procurement law citing a 58.8 million rubles (about $1 million) contract the company made for production of original video content to be disseminated via social media in Russia and abroad.
According to the authority’s statement, an Aeroflot commission has not taken into account the fact that a tender participant had an agreement with Mail.ru with respect to promotion of video content, when rating it by an eligibility criterion relating to the existence of such agreements, as the contractor believed the platform was not suitable for video content dissemination.
The Moscow FAS office points out that this decision was faulty as the agreement provisions permitted the tender participant to place and target video advertisements in Mail.ru social media on its own.
The watchdog ordered Aeroflot to review the tender applications by 17 June.
