MOSCOW, April 24 - RAPSI. The Moscow Commercial Court dismissed ZIL's lawsuit seeking to cancel the tender for the supply of special vehicles for cleaning Moscow's guard rails.
Bids were made electronically in October 2011 and Merkator Holding, producer of special vehicles in partnership with Germany's Bucher-Guyer AG, won the tender.
The holding offered 183 million rubles ($6.2 million) for the state contract, while the initial (maximum) price stood at almost 191 million rubles ($6.47 million). ZIL disputed the outcome of the tender in December. The plaintiff demanded the results should be cancelled and that the Department for Competitive Policy should hold a new auction.
The Moscow Department of Housing, Utilities and Amenities, the Moscow Department for Competition Policy, all ten Moscow prefectures as well as the winner of the tender are defendants in the lawsuit.
The Moscow Commercial Court has not yet announced the reasons for its decision. The judicial act, however, may be disputed within one month of its adoption.
The Russian Legal Information Agency (RAPSI/rapsinews.com) has yet to receive comments from the parties.
ZIL is Russia's first automobile plant. It was established in 1916. Its area amounts to 280 hectares. ZIL mostly produces six-tonne gas and diesel trucks. The plant also provides special vehicles for the Russian Emergency Ministrys fire services.
